Attestation submissions must be received by September 30 at 12:00 a.m. Pacific Time. Late submissions cannot be accepted.

The CA Industry Assistance Credit is part of the State of California's Cap-and-Invest Program, developed as a result of landmark legislation called the Global Warming Solutions Act of 2006 (AB 32). The program aims to address climate change by limiting the total amount of greenhouse gases (GHG) emitted by the largest sources.

The California Public Utilities Commission (CPUC) administers the California Industry Assistance Credit for eligible industrial facilities operating in emissions-intensive and trade-exposed (EITE) industries. Eligibility is determined at the facility level and generally depends on both a facility's industry classification and reporting status.

Important Information

  • Eligibility for the California Industry Assistance Credit is determined at the facility level. A separate submission is required for each eligible facility.
  • A facility is generally defined as a physical property, plant, building, structure, source, or stationary equipment located on one or more contiguous or adjacent properties.
  • Eligibility is generally limited to facilities operating in industries designated as emissions-intensive and trade-exposed (EITE) under applicable CPUC and CARB requirements.
  • Submission of an attestation does not guarantee eligibility or receipt of a credit. Customers are responsible for the accuracy and completeness of information submitted.

CARB's 2026 Cap-and-Invest amendments revised the industrial assistance framework (§ 95891). As a result, no action is required at this time for Reporting Entities. PG&E will contact eligible facilities directly prior to the April 2027 EITE credit distribution if billing information is needed
